Street View App functionality that allows you to see 360 images was moved to Google Maps App. The only function that disappears is the panorama publishing function, but if you want to upload individual panoramas to a GMB page, you can do so from under the GMB Upload section. If you need to connect the panoramas, then you need a 3rd party app, and GoThru is the best.
Google is not terminating the Street View Publishing program, just the Street View App.
